Yes, WP Frontend Admin is compatible with CSS Hero and it will allow your front-end users to edit aspects of the theme, access the CSS Hero editor, and all other customization functions this plugin offers.
However, CSS Hero will not work for customizing the admin content of the dashboard pages.
CSS Hero will work only for customizing front end pages, for example, customizing the homepage of the subsite created by your client in the network.
